An EMS Human Services Specialist job is available with the City of Fort Worth Fire Department Emergency Services Division. This position coordinates and manages social service programs, ensuring alignment with community health and crisis response goals. Oversees program compliance with local, state, and federal guidelines, prepares budgets and statistical reports, and monitors performance measures to evaluate service delivery and program impact on vulnerable populations.

Minimum Qualifications:

  • Bachelor’s Degree from an accredited college in Psychology, Sociology, Social Work or a related field.
  • Two (2) years of experience in interviewing/eligibility assessment for a social services or related program.
  • Valid Texas Driver’s License at the time of hire.

Preferred Qualifications:

  • Experience with applicable federal, state, and local laws, regulations, and codes.
  • Strong verbal and written communication skills.
  • Ability to analyze issues, identify solutions, and recommend improvements.

The EMS Human Services Specialist job responsibilities include:

  • Establishes methods for providing and supporting the Mobile Integrated Health Program and HOPE team of the Fort Worth Fire Department including coordinating the program activities with other local and state agencies.
  • Oversees behavioral health and social service programs, ensuring compliance with city, state, and federal regulations while supporting the department’s crisis response and community outreach efforts.
  • Manages program audits and evaluations, identifying areas for improvement and aligning outcomes with Fort Worth Fire Department’s mission and community health goals.
  • Interviews, assesses and refers clients to appropriate community services and conducts crisis intervention.
  • Effectively monitors and evaluates the quality, responsiveness, efficiency and value of the Mobile Integrated Health and HOPE Team programs.
  • Prepares and presents data-driven reports to leadership, City Council, and external stakeholders, highlighting program outcomes and service gaps.
  • Engages in interdepartmental and community collaboration, participating in meetings and presenting on social work program efforts and outcomes.
  • Ensures consistent compliance with city policies and work schedules, fostering a safe, ethical, and productive work environment.

Working Conditions

Depending on assignment, positions in the class typically require touching, talking, hearing, seeing, grasping, standing, walking and repetitive motions.

The successful applicant for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Physical Demands

Sedentary Work – Depending on assignment, positions it this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
